As a small but passionate team, we strive to meet clients’ needs by providing speed, accuracy, and value engineering to each project. From concept to completion, we are committed to exceeding expectations and ensuring the success of every project we undertake.
P3 headquarters are located in Florence, South Carolina serving the greater southeast. P3 also maintains satellite offices in the Denver, Baltimore, and Indianapolis metro areas.
Kevin Pulis is the Founder and Managing Partner of P3 Engineering Group. Prior to starting P3 Engineering in 2023, Kevin held different positions with both private firms and municipal government. This diverse experience gives him the ability to meet the needs and desired outcomes of developers as well as understand and navigate the often complex permitting processes of different jurisdictions.
Kevin is a graduate of the University of South Carolina with a Bachelor of Science in Civil & Environmental Engineering. Over the span of his career, he has had experience with multiple different project types including commercial, industrial, institutional, single-family residential, and multi-family residential. He is currently registered as a professional engineer in South Carolina, North Carolina, Georgia, Colorado, Nebraska, and Wyoming.
Kevin lives in Florence, South Carolina with his wife and daughter. They love spending time as a family hiking, fishing, spending time at the beach, and just about anything that offers the chance to be outdoors.

Riley Quinn is a Partner at P3 Engineering Group. Riley has held different positions with private land development engineering consulting firms since graduation. Riley graduated from the University of Iowa with a Bachelor of Science in Civil Engineering. He has worked on almost every type of land development project – airports, industrial facilities, urban environments, commercial, and housing projects. He has a passion for complex projects, grading, and stormwater management.
Riley enjoys spending time with his wife and two daughters. He currently resides in Colorado and loves the lifestyle it offers for all his hobbies – running, skiing, hiking, camping, and drinking way too much coffee.

Dustin is a Partner at P3 Engineering Group. He brings with him a wide variety of successful project experiences from all over the United States. His experience covers a wide range of land development projects, including commercial, residential, industrial, and higher education. He is a civil engineering graduate from the University of Delaware and lives in the Baltimore Metro area. Dustin’s professional passions lie in creative and effective stormwater management and in developing strong relationships with all project stakeholders from his clients and design team members to contractors and agency partners.
Dustin spends his free time on the trails and in the mountains with his family and volunteering on the board of a local watershed association at the northern tip of the Chesapeake Bay.

Stephanie Schultz, a Senior Project Manager at P3 Engineering Group, brings over a decade of experience in the development industry, starting in 2011. Her passion lies in fostering robust relationships and delivering top-notch customer service. Before venturing into development and engineering, Stephanie worked as a paralegal. She holds a Bachelor of Science in Business from Indiana University Kelley School of Business, graduating in 2003.
Residing in Kokomo, Indiana, Stephanie enjoys a fulfilling family life with her husband and 5-year-old son, Steele. They cherish moments of travel, boating, and quality time with loved ones.
